Clerk of the Board
Duties and Responsibilities
In Mississippi, the Chancery Clerk also serves as the
Clerk of the Board of Supervisors, which is a major part of the job. These duties are defined largely by Mississippi state law and practical county operations.
Core Duties as Clerk of the Board
- Attend and Record Board Meetings
- Attend all Board of Supervisors meetings
- Take and maintain official minutes (this is critical—minutes are the legal record of county actions)
- Ensure minutes are accurate, complete, and properly approved
- Maintain Official Records
- Keep and preserve all board records, including: Minutes, Resolutions, Orders, Contracts
- Maintain records in compliance with Mississippi record retention laws
- Prepare Agendas and Documentation
- Work with supervisors and county staff to: Compile meeting agendas, Organize supporting documents
- Distribute materials prior to meetings
- Publish Notices & Legal Advertising
- Ensure legal notices are properly:
- Advertised in the newspaper (e.g., meeting notices, bids, hearings)
- Posted according to law
- This includes bid notices, public hearings, and budget notices
- Process Claims and Accounts Payable
- Receive and file claims against the county
- Present claims to the Board for approval
- After approval:
- Prepare checks
- Maintain records of disbursements
- Maintain County Financial Records
- Keep a ledger of:
- County revenues
- Expenditures
- Track budgets and ensure proper documentation of financial actions
- Handle Bids and Contracts
- Receive and open bids (often publicly during meetings)
- Record bid results in minutes
- Maintain official contract records once awarded
- Administer Oaths and Maintain Bonds
- Administer oaths of office to county officials
- Maintain surety bonds for elected officials and employees
